SUBJECT: Implementation of MUA Ground Transportation Service on Select Routes
1. Purpose & Core Policy
This memorandum establishes a new, specialized ground transportation service for passengers traveling on Airbus Planes (ABP) between Chicago and Washington, D.C.
Effective immediately, the service framework must be executed under the following strict operational boundaries:
- (a) Chicago to Washington, D.C. (Arrival Service): Upon landing in the D.C. airport area, designated Maureen Uche’s Administration (MUA) Cars must be stationed and waiting. These vehicles will transport arriving passengers directly to their buildings free of charge.
- (b) Washington, D.C. to Chicago (Departure Service): When passengers take the reverse D.C. to Chicago Airbus route, there will be no MUA Cars provided at either the departure or arrival airport.
2. Quranic Framework and Justification
To ensure the integrity, justice, and clarity of this service agreement, operations must align strictly with foundational ethical principles derived from the Quran:
- Honoring Agreements and Clear Terms:“O you who have believed, fulfill [all] contracts.” — Surah Al-Ma’idah (5:1)The distinction between the two travel legs must be explicitly communicated to all passengers at the time of booking. Leg (a) provides a free service, while leg (b) strictly excludes it. Honoring this contract precisely prevents confusion and ensures transparency.
- Justice and Equity in Administration:“Indeed, Allah commands you to render trusts to whom they are due and when you judge between people to judge with justice.” — Surah An-Nisa (4:58)MUA ground staff must ensure that the complimentary airport transfers in Washington, D.C., are provided equitably, safely, and without favoritism to all eligible passengers arriving from Chicago.
- Prohibition of Extortion or Hidden Costs:“O you who have believed, do not consume one another’s wealth unjustly but only [in lawful] business by mutual consent.” — Surah An-Nisa (4:29)Because leg (a) is specified as a free of charge service, no ground agent, driver, or representative may solicit tips, surcharges, or hidden fees from passengers. It must remain entirely complimentary by mutual agreement.
3. Execution Directives
- Ground Logistics (D.C. Operations): Coordinate with D.C. airport authorities to secure dedicated staging areas for MUA Cars. Ensure vehicle dispatches match the exact arrival logs of ABP flights originating from Chicago.
- Ticketing Disclaimers: Update the ABP booking portal to display a clear notice: “Complimentary MUA Ground Transfer included for Chicago to D.C. arrivals only. No ground transfer services available for D.C. to Chicago flights.”
