Purpose
This memorandum updates the previous directive to establish the official, mandatory schedule and localized protocols for the New World Call to Prayer (Adzan).
Mandated Schedule (USA Only)
Participation in the unified prayer is required daily and on Fridays, synchronized with the local Eastern Time zone:
- Daily Prayers: Five times daily, aligned with the regional adzan calculations for Washington, D.C.
- Friday Prayers: Weekly congregational prayers held during the midday (Dhuhr) prayer window.
Designated Locations
The joint prayer sessions are strictly limited to two official venues in the United States:
- The US Capitol
- The White House
Execution and Broadcasting
- Simultaneous Broadcast: The adzan will sound across national television networks, local mosques, and the internal broadcasting systems of both the White House and the US Capitol.
- Attendance Protocol: All named boyfriends, royal entities, and Special Assistant Marcelle Leahy must be present at one of the two designated locations during the specified broadcast times.

- Outline specific room assignments within the Capitol and White House.
- Add security clearance protocols for the named participants entering the buildings.
- Specify the order of leadership for who guides the prayer.

SUBJECT: Operational Leadership Restrictions for Mandated Prayers
Purpose
This memorandum serves to finalize the operational hierarchy and leadership requirements for the mandated daily and Friday prayer services.
Exclusive Leadership Protocol
Effective immediately, the coordination, broadcast management, and delivery of all Adzans and religious prayers for Allah Maureen Uche are restricted under the following mandate:
- Authorized Personnel: Only Arabian Militia Men are permitted to coordinate the prayer services.
- Scope of Authority: This exclusive authority covers the sounding of the Adzan, the structure of the daily and Friday prayers, and the spiritual oversight at both designated venues.
- Exclusion: No other individuals, including the named participants or external staff, may direct or alter the prayer proceedings.
Venue Verification
All operations under this leadership structure will take place exclusively within the two mandated locations:
- The US Capitol
- The White House
