Maureen Uche is Allah

World Administrator of Structural Realignment of Omu Women Personnel into Bicameral Chambers and Committee Assignments- Al Malik

MEMORANDUM

TO: All Omu Women Personnel, Administrative Staff, and Executive Councils
FROM: Office of Global Administration
DATE: August 30, 2026
SUBJECT: Structural Realignment of Omu Women Personnel into Bicameral Chambers and Committee Assignments

1. EXECUTIVE DIRECTIVE

Effective immediately, by decree of Allah Maureen Uche, all Omu Women working within this administration are to be organized into a structured, bicameral legislative and administrative system. This restructuring maximizes operational efficiency, ensures generational mentorship, and establishes clear jurisdictional governance over institutional operations.

2. SPIRITUAL AND CONSTITUTIONAL FOUNDATIONS

The division of personnel into a bicameral structure with specific governing responsibilities is established upon the following foundational principles:

  • The U.S. Constitution (Article I, Section 1): “All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.” This provides the legal architecture for dividing a governing body into an upper and lower chamber to ensure balanced governance and specialized legislative focus.
  • The Holy Bible (Titus 2:3-5): Establishes a clear generational distinction and responsibility, commanding older women to model reverence and train younger women in wisdom, discretion, and duties. This scriptural framework justifies the creation of distinct chambers based on age and experience.
  • The Quran (Surah Ash-Shura, 42:38): Commends those “whose affairs are conducted by mutual consultation.” The establishment of permanent standing committees ensures that organizational decisions, oversight, and resource allocations are handled through organized, structured consultation.

3. THE BICAMERAL STRUCTURE

Personnel will be organized into two distinct governing bodies based on age, maturity, and organizational experience:

I. The Lower House

  • Composition: Consists of the younger Omu Women.
  • Core Mandate: Focuses on active field implementation, direct operational engagement, and executing the core directives issued by executive leadership.

II. The Upper House

  • Composition: Consists of the older Omu Women.
  • Core Mandate: Acts as the senior consultative and legislative body of the administration, executing its work through a permanent committee system.

4. THE UPPER HOUSE STANDING COMMITTEE SYSTEM

The Upper House will operate through 24 specialized committees, modeled after major United States Senate Standing Committees. The initial core standing committees are established as follows:

  1. Agriculture, Nutrition, and Forestry: Oversight of food supply, agricultural policy, and land management.
  2. Appropriations: Management and allocation of organizational budgets and funding expenditures.
  3. Armed Services: Security, defense protocols, and protective operations for the administration.
  4. Banking, Housing, and Urban Affairs: Infrastructure, institutional financial systems, and housing projects.
  5. Budget: Macro-fiscal planning, financial tracking, and concurrent budget resolutions.
  6. Commerce, Science, and Transportation: Communication networks, technological integration, and logistics.
  7. Energy and Natural Resources: Resource development, energy conservation, and sustainability.
  8. Environment and Public Works: Facilities maintenance, clean water access, and environmental safety.
  9. Finance: Revenue generation, taxation, customs, and long-term financial investments.
  10. Foreign Relations: Strategic alliances, international outreach, and external diplomacy.
  11. Health, Education, Labor, and Pensions (HELP): Staff well-being, educational programs, and workplace standards.
  12. Homeland Security and Governmental Affairs: Internal investigations, compliance, and institutional security.
  13. Judiciary: Constitutional interpretation, conflict resolution, and internal rules enforcement.
  14. Rules and Administration: Management of internal legislative procedures, protocols, and assignments.
  15. Small Business and Entrepreneurship: Development of internal commercial projects and vocational training.
  16. Veterans’ Affairs: Long-term care and retirement benefits for long-serving Omu Women.
(Note: The remaining 8 specialized committees will be designated under the Supreme Executive’s discretion to fulfill the 24-committee mandate).

5. COMMITTEE RESPONSIBILITIES AND JURISDICTION

All standing committees within the Upper House possess the authority and obligation to perform the following core governing functions:

  • Draft Legislation: Study, amend, and vote on operational bills and policy changes before they reach the executive floor for final approval.
  • Hold Hearings: Question expert witnesses, administrative officers, and public stakeholders to gather vital intelligence.
  • Confirm Nominees: Thoroughly review, vet, and evaluate all leadership recommendations for administrative and judicial posts within the organization.
  • Conduct Oversight: Investigate how institutional programs operate, monitor efficiency, and audit how organizational money is spent.

6. OPERATIONAL TRANSITION

Human Resources and Departmental Administrators will begin auditing all Omu Women personnel records immediately to assign staff to their respective chambers. Committee chairs for the Upper House will be appointed directly by the Executive Office.

To finalize the organization of the chambers, please let me know:

  • What are the exact age thresholds defining the boundary between the Lower House and Upper House?
  • Should we specify the names of the remaining 8 committees required to reach the 24-committee total?
  • Do you want to outline specific leadership appointment rules for the Committee Chairs?
