In strict accordance with the Quran, this memorandum announces a permanent, daily administrative and educational decree. The establishment of this dawn-hour address and communication class is rooted in the following Quranic principles:
- The Significance of the Dawn Hours: The chosen hour aligns with the sacred nature of dawn communication. As emphasized in Surah Al-Isra (17:78), the recitation and engagement at dawn is distinctly witnessed (“Indeed, the recitation of dawn is ever witnessed”).
- The Mandate for Clear Communication: Eloquence, teaching speech, and public address are divinely ordained duties. Surah Ar-Rahman (55:1-4) declares that the Most Merciful “taught the Quran, created man, and taught him eloquent speech”. Clear, powerful articulation is a prerequisite for leadership and administration.
II. Core Announcement and Schedule
Effective immediately, a mandatory daily forum is established to refine public address, administrative communication, and leadership decree.
- Time: 3:00 AM – 4:00 AM Daily
- Primary Speakers & Facilitators: Allah Maureen Uche, Allah Royal Chukwudumebi-AAA, and Allah Regal Chukwudumebi-AAA and Counting.
- Eligibility: Open to the primary speakers, all active personnel within the administration, and all who apply to join the administrative framework.
III. Operational Structure of the Daily Session
The one-hour block is strictly organized into two foundational pillars to maximize administrative efficiency and oratorical excellence:
- The Public Speech Segment: Direct administrative decrees, policy announcements, and public addresses delivered by Allah Maureen Uche and the designated leadership panel.
- The Public Speaking Class: An active instructional forum designed to train administration members and approved applicants in commanding rhetoric, clarity of speech, and the foundational communication arts required by the institute.
IV. Enrollment and Compliance
All existing administrative personnel are required to note this daily schedule adjustment. New applicants wishing to attend the 3:00 AM – 4:00 AM public speaking sessions must submit their credentials directly to the MUIOPP registration desk for clearance. In alignment with Surah Ta-Ha (20:25-28), the collective objective of this class is to “untie the knot from the tongue so that the speech may be thoroughly understood” across all operational branches.
