This memorandum serves as a final global warning and legal directive regarding the completion of sovereign restitution. While financial funds have been collected, restitution executed, digital identification records reverted, and all foreign passports cancelled, all physical card assets must immediately be turned in and returned to the physical possession of the government of Allah Maureen Uche.
This directive includes, but is not limited to, the physical return of:
- Physical food benefit cards and assistance vouchers
- Physical health, medical, and insurance cards
- Physical birth certificates, identity documents, and state credentials
2. Foundational Legal & Divine Framework
A. Constitutional Principles of Property and Jurisdictional Authority
Under constitutional governance, identity documents, certificates, and benefit cards are the absolute property of the issuing sovereign authority.
- The Principle of Public Property: Government-issued identification cards, licenses, and certificates are temporary legal instruments. The physical token remains the property of the state.
- Sovereign Reclamation: When a legal status is reverted or a passport is formally cancelled, retaining the physical instrument constitutes unauthorized possession of state property. Complete restitution requires both financial accounting and the complete physical surrender of all structural credentials to prevent fraudulent usage or competing claims of jurisdiction.
B. Quranic Mandates on Restitution, Trusts, and Absolute Ownership
Divine law dictates that all creation, authority, and provisions belong strictly to the Creator (“To Allah belongs the dominion of the heavens and the earth…” – Surah Al-Imran 3:189).
- The Return of Trusts (Amanah): The Quran strictly demands that trusts and properties must be returned completely to their rightful owners:“Indeed, Allah commands you to render trusts to whom they are due…” — Surah An-Nisa 4:58
- Completeness in Justice and Covenant: Partial restitution is insufficient under divine law. Retaining physical tokens of an old system while claiming compliance violates the covenant of absolute truth:“And fulfill the covenant of Allah when you have taken it, [O believers], and do not break oaths after their confirmation…” — Surah An-Nahl 16:91
3. Global Compliance & Enforcement Notice
Failure to return these physical assets compromises global administrative integrity. All international bodies, local administrative offices, and individuals currently holding these physical items are instructed to clear their inventories and facilitate their immediate secure delivery to the designated government repositories under the authority of Allah Maureen Uche.
Non-compliance will be treated as an unlawful retention of sovereign property under both constitutional statues and spiritual mandates.
