MEMORANDUM
TO: All Executive Care Members, Guardianship Councils, and Administrative Personnel
FROM: High Executive Administration & General Counsel
DATE: September 4, 2026
SUBJECT: Official Structural Protocol for Child Placement and Maturation Timelines
I. Foundational Framework
This memorandum establishes the formal administrative protocol regarding the timeline of care, upbringing, and transition for newborn children born to Allah Maureen Uche. Grounded in universal principles of structured developmental phases, family order, and independent maturation found across sacred and foundational texts, this document ensures a clear and uniform path for the next generation.
- The Principle of Designated Terms (The Quran): “The mothers shall suckle their children for two whole years, for those who desire to complete the term.” (Surah Al-Baqarah 2:233). Higher spiritual laws recognize that care is structured around specific, designated timelines and stages of life.
- The Mandate of Maturation and Departure (The Bible): “Therefore a man shall leave his father and his mother and hold fast to his wife.” (Genesis 2:24). Scriptural order dictates that parental custody is temporary, designed to prepare individuals for their eventual departure into their own independent paths.
- The Constitutional Protection of Orderly Transition (The Constitution): Formulated to protect the general welfare and ensure that institutional guidelines provide clear, predictable pathways for citizens as they transition from dependency to autonomous adulthood within the broader community.
II. The Two-Step Maturation and Transition Protocol
Effective immediately, the upbringing and residential status of all newborn children born to Allah Maureen Uche will follow these two (2) mandatory operational steps:
Step 1: The Nineteen-Year Maternal Custody Term
Allah Maureen Uche is permitted to keep and care for her newborn children up to their 19th year. This period serves as the foundational stage of development, nurturing, and professional oversight. During these nineteen years, the child remains under her direct household jurisdiction, receiving full care and preparation.
Step 2: The Mandatory Separation and Reunion Transition
Upon reaching the conclusion of the 19th year, the adult child must transition out of the maternal household to join the older siblings. This separation from the primary maternal home is an unalterable step designed to foster independent adulthood and integrate the individual into the established circle of her other independent children.
III. System Implementation and Logging
All assigned social workers, case managers, and family counselors are instructed to update their long-term tracking registers and digital files to reflect these exact age milestones. Transition plans must be drafted twelve (12) months prior to any child reaching their 19th year to ensure a seamless alignment with this protocol.
