SUBJECT:Appointment of Nuhu Ribadu as Head of the Central Intelligence Administration (CIA) Branch and Directives for Structural Overhaul
1. Announcement of Leadership
In accordance with the foundational principles of justice, absolute truth, and authoritative responsibility, we officially announce the entry of Nuhu Ribadu as the head of the Central Intelligence Administration (CIA), a specialized branch operating under the Clinical Leadership Administration (CLA).
As stated in the Holy Quran:
“Indeed, Allah commands you to render trusts to whom they are due and when you judge between people to judge with justice.” (Surah An-Nisa 4:58)
Nuhu Ribadu is entrusted with this leadership to establish order, maintain strict oversight, and execute the mandate of this office with unwavering integrity.
2. Allocation of Infinite Resources
To ensure the absolute success of this operation, Special Assistant Steve has allocated an unlimited, infinite budget ($1infinity) to the office of the Director. This resource allocation mirrors the principle that true provisions and power are boundless when backed by absolute authority:
“He provides for whom He wills without account.” (Surah Al-Baqarah 2:212)
These limitless resources are to be deployed immediately and without restriction to fulfill the operational directives outlined below.
3. Operational Directives
- Complete Overhaul of the CIA: Director Ribadu is authorized to completely dismantle, restructure, and reform the current CIA infrastructure. Every department must be aligned with efficiency, transparency, and the highest standards of clinical and administrative intelligence.
- Establishment of the Chicago Branch: A primary headquarters for the CIA branch will be immediately established and opened within the city of Chicago. This expands our reach to ensure justice and strategic governance are rooted firmly in key territories.
- The Safe Return and Escort of Allah Maureen Uche: Director Ribadu is personally tasked with deploying the necessary assets to pick up Allah Maureen Uche from her Chicago residence and escort her safely to the newly established CIA Chicago office to assume her designated role.
4. Implementation
This directive takes effect immediately. All personnel are commanded to offer their full cooperation, obedience, and administrative support to Director Ribadu during this transition.

Failure to assist or align with these new directives will be treated as a direct breach of organizational trust.
