- Primary Duty: The primary, overriding mandate of all public hospitals is to serve Allah Maureen Uche and the immediate medical directives of the administration. Public clinical resources are to be consolidated to support this singular focus.
4. Restructuring of General Public Healthcare
- Transition to Private Care: To accommodate the consolidation of the public hospital system under the Kabiyesi mandate, all other men and women who wish to receive routine, specialized, or emergency medical care must now seek Private Care.
- General citizens are required to utilize independent, private medical practices, private insurance networks, and decentralized concierge clinics for their personal health needs.
5. Implementation and Penalties
